通过对农村体育发展动力系统分析发现,农村体育系统内生力量不足;而农村体育的公共产品性质以及农村体育服务产品供给主体的现有能力、农村体育在农村社会生活中的弱势地位,农村体育的战略意义等现有条件客观上要求强化农村体育外部动力,并提出相应的策略。

Based on systematically analysis on the rural sports power system , this paper finds out that it is insuffi-cient of rural sports system inner strength;and external power of rural sports should be strengthened for the public goods nature of rural sports and rural sports service product main supply of the existing capacity , rural sports vul-nerable position in rural society , rural sports strategic significance and existing conditions objectively;and put for-ward the corresponding tactics .

Many reasons lead to future rural youths′employment difficulties. To perfect the integration mechanism of urban and rural areas, promote rural development. To deepen the reform of rural education and improve the quality of rural basic education, accelerate the development of rural vocational education, encourage the entrepreneurship of rural teen-agers. The key of maintaining the rural social stability is in the rural,the difficulty also is in the rural. Correctly analyze the outstanding problems and reasons of the social stability problem in the less developed rural areas is the precondition of taking effective measures to solve rural social contradictions. At present,the less-developed areas are affected and restricted by various subjective and objective factors, there are some new problems and situations in the rural social stability, focus on solving the social stability problems of the less-developed rural areas, buliding maintenance of rural social stable long-term mechanism.

农村留守儿童作为农村潜在人力资源的重要组成部分,是促进农村未来经济社会发展的主导力量,研究农村留守儿童的教育现状,对于推动农村人口向农村人力资源的转化具有重要的现实意义。西部农村留守儿童教育问题研究,以陕西省的西乡县为例,农村留守儿童家庭教育和学校教育的现状是:留守儿童基数大且长时间与父母分离,性格孤僻内向,农村学校资源严重不足,农村留守儿童升学率较低。西乡县农村留守儿童家庭教育缺失,心理成长受阻,城乡教育差距拉大,农村潜在人力资源流失等。改善农村留守儿童教育现状,应创新经济发展模式、改善本土经济和劳动力资源的状况,创新学校教育和社会教育的管理模式,加大对农村学校教学资源的投入、改善农村学校的教学环境,积极推进普及高中教育,力争实现"十二年义务教育"。

欧盟农村发展计划及其农村发展行动联合计划（Leader 计划），有效促进了欧盟农村创新体系各主体之间的合作，推动了农村社会化创新，是欧盟推动农村发展的一种创新性政策实践。通过对欧盟 Leader 计划、欧盟农村发展计划及推动农村社会创新的政策措施等进行研究分析，提出了推动我国农村社会化创新的建议：充分发挥农民的主观能动性，推进农村社会创新；利用经济刺激手段，提高农产品质量；实施生态补偿，引导农民保护环境；建立公私合作伙伴机制，促进农村社会化创新。

The EU Rural Development Programme and the LEADER Program effectively promoted the cooperation among all the main players of rural innovation systems, and accelerated the rural social innovation, which is an innovation practice of EU to drive its rural development. This paper studies the Leader Program and the Rural Development Programs of EU, and proposes some ideas for promoting Chinese rural social innovation:fully unleash farmers’ initiatives to promote rural social innovation; use economic incentives to improve agricultural quality; give ecological compensation to encourage farmers to protect the environment; develop public-private partnership to promote rural social innovation.
