我国的环境教育跟不上现实需求,更远远落后于发达国家。本文对国外环境教育进行了剖析,总结出国外环境教育主要有社会各部门合作性强、环境教育体制完善和环境教育法制化等特点。在此基础上,提出了我国应建立全方位的社会环境教育体系、构建完善的学校环境教育体系、组建系统的农村环境教育体系等建议。

China''s environmental education can not meet the practical demand and falls further behind developed countries. Accord-ing to the analysis of foreign environmental educations, the main characteristics can be summarized as close collaboration of social sectors, perfect environmental education and legal system. Based on this, some suggests come about that we could establish perfect environmental education systems in society, schools and rural areas and so on in our country.

Environmental education is an important part of the environmental protection .This paper takes environmental education practice of middle and primary schools in Urumqi as the topic ,expounds the establishment of environmental education organization system ,creates green schools ,promotes environmental education development ,practices and innovates of environmental education theory .Put forward some comprehensive development thoughts and suggestions about how to carrying out environmental education in the primary and middle school and educating the ecological of environment protection and intensifying environmental awareness .It makes a useful exploration on construction and development of environmental education .

环境教育是环境保护的“前奏”，是国家实行环境保护的重要组成部分，也是全民教育的重要一环。制定《湖南省环境教育条例》是建设“绿色湖南”，弘扬绿色文化的客观需要；是环境教育法制规范化的要求；也是2014年新修订《环境保护法》的要求。借鉴我国台湾地区《环境教育法》和《宁夏回族自治区环境教育条例》，《湖南省环境教育条例》的内容应该从立法目的、主管机关、环境教育对象、环境教育保障和推广等方面进行具体设计。
