诸暨市白塔湖生态湿地水环境现状不容乐观．存在水环境污染严重、天然湿地生态失衡、湖底淤泥大量沉积、湖区水域面积锐减等生态问题．湿地是一个很复杂的系统，仅依靠清淤疏浚和护岸工程难以彻底解决问题．据此认为保护、修复白塔湖生态湿地，应以保护生态系统和改善生态环境为核心，统筹规划、协调发展。并建造湿地公园来达到保护水环境目的．
Based on survey and analysis on the water environmental status of Baita Lake wetland in Zhuji , Zhejiang Prov-ince , some countermeasures are put forward in this thesis according to the existing problems , such as severe water environ-ment pollution , wetland ecological unbalance , heavy silt deposit , water area reducing .To protect local water environment , it is pointed out that , apart from dredging and bank protection , the region shall be developed harmoniously with an overall planning based on ecosystem conservation and ecological environment improvement , and therefore to make it into a wetland park.

Water Users Association (WUA)is considered as efficient irrigation organizations.However,many exist-ing Water Users Associations can’t give full play to positive role in Chinese Mainland.The paper summarized the experiences of the typical water commissions in Taiwan and Zhejiang respectively. The model of organization and management,mode of operation,financial resources,management performance and practical experience of Water Users Association between Taiwan and Zhejiang were compared.And some policy suggestions to improve the farmer participatory management in Chinese Mainland were put forward.

Woodblock printing flourished in Liao Dynasty. Since the 1970s more than 300 pieces of block-printed sutras, books,woodcut paintings and other printed matters of Liao Dynasty were found in Yingxian Wooden Pagoda in Shanxi,Fengrun Temple Pagoda in Hebei,and Qingzhou White Pagoda in Inner Mongolia,which shows the brilliant achievements of woodblock printing industry in Liao Dynasty. From that we can get some important information about the printing industry in Liao Dynasty. Editor-in-chief,compile,collate personnel and printing distribution institutions were readily available,and already had the prototype of later publishing agency,which are of great significance on the study of editing and publishing industry history.
