大量随机波动性电源接入给电力系统运行充裕性带来了显著影响,如何准确评估运行充裕性以及基于运行充裕性进行调度决策是新能源电力系统运行面临的新问题。以风电为例,同时考虑来自电源和负荷的双侧随机因素,将传统可靠性指标改进推广到短期运行充裕性评估中,并在此基础上提出了一个新的充裕性指标,对指标的数学含义和计算方法进行了讨论。以含风电电力系统的机组组合为例,研究所提指标在短期运行充裕性决策中的应用。算例首先对RBTS系统进行了运行充裕性评估,其次给出了所提充裕性指标约束下的机组组合方案。结果表明,所提指标能够更准确地刻画随机因素对系统运行充裕性的影响,基于充裕性指标的机组组合决策能够给出不同充裕性水平下的机组启停方案和出力计划以及对应的系统充裕性量化值。研究成果为随机波动性电源大规模接入电力系统的短期运行充裕性问题提供了一套评估指标和评估方法。
ABSTRACT:Grid-connection of a lot of randomly fluctuating renewable resources greatly impacts the operation adequacy of power grid, so how to accurately assess the operation adequacy and the operation adequacy based scheduling decision are the new problems that the power grid containing new energy resources has to be faced with. Taking the wind farm for example and considering the bilateral random factors from power resources and load, several traditional reliability evaluation indexes are improved and spread into short-term operation adequacy assessment, and on this basis a new adequacy index is proposed and the mathematical meaning and calculation method of the proposed new index are discussed.
