发展性资助是我国高校贫困学生资助的新思路,相对于救济性资助,发展性资助更注重贫困学生能力的培养。现今,发展性资助还存在一些问题,如何使资助工作更具时效性、如何能激发学生参与的积极性、如何评价资助工作的有效性、如何加强该工作的专业性等,解决这些问题对发展性资助工作具有重要意义。

Developmental support is a new choice to support the poor students of colleges.Compared with the relief fund,it pays more attention to the cultivation of the ability of the poor students.However,there exist some problems,including how to make the work efficiently,how to enhance more students’partici-pation,how to evaluate the effectiveness of the relevant work and how to make the work more professional. Solving these problems is of great significance for college developmental support.

从2007年以来,城乡学生对国家资助体系的反应差异日益明显。根据统计分析可知：城乡学生在贫困生认定、资助方式和助学金效果等方面的认识存在显著差异,资助公布方式无显著性。对此,需要构建多层次资助认定体系,从无偿模式向有偿模式转变,规范资助工作流程,保证资助前提公平、资助实体公平和资助程序公正。

Since 2007, there is an increasing discrepancy in terms of the reactions to the national ifnancial aid system of the students from rural and urban areas. Statistics indicate that there are noticeable differences in the aspects of poor student assessment, ifnancial aid methods, and student subsidy effects, while the manners of ifnancial aid publication are not signiifcant. Therefore, a multi-leveled ifnancial aid assessment system should be developed, the gratuitous aid methods should be rendered compensational, and the preconditions, beneifciaries and proceedings of ifnancial aid must be f air and square.

资助宣传工作是高校学生资助的重要组成部分。从高校学生资助宣传工作的现状出发,分析新时期加强高校资助宣传工作的意义,提出高校资助宣传工作的新理念,并从响应上级宣传号召,整合外部宣传资源、建设宣传长效机制,丰富宣传形式内容等方面提出做好高校资助宣传工作的具体举措。

Propaganda work is an important part of college student financial assistance.From the present situation of propaganda work of college student financial assistance ,the article analyzes the significance of strengthening the propaganda work ,proposes the new concept and discusses how to do well propaganda work of college student financial assistance from multiple perspectives of specific measures.

高校家庭经济困难学生资助工作对贫困生顺利入学并完成学业,促进教育公平、社会公平具有重要的意义。2007年新资助政策体系的建立,进一步推动了高校资助工作的深入开展,取得了显著的资助效益。而在资助工作实际操作过程中却存在着贫困认定不准确、有偿资助和无偿资助比例失调和资助资金使用不合理的现象。针对这些现象从经济学角度分析其原因,提出贫困认定相关各方权责清晰、调整比例和加强激励约束机制建设的对策建议,以期实现资助资金的最大效益。

College students''financial aid is beneficial to the enrollment and graduation of students with family financial difficul -ties and the improvement of education equality and social justice .The establishment of a new subsidy policy in 2007 has achieved re-markable effectiveness by further promoting the work of college students''financial aid .During the operational process , some negative consequences have occurred , such as the incorrect poverty identification , the imbalanced proportion between paid assistance and the free assistance and the improper use of assistance funds .Form the perspective of economics , this paper analyzes the reasons behind these phenomena and puts forward some countermeasures such as the clear rights and responsibilities of the related parties , the regula-tion of the proportion and the building up of the incentive and control mechanism , and then the maximum benefit of the subsidy funds will be gained.

文章通过分析目前高校家庭经济困难学生资格认定过程中存在的资格认定难、班级评议成效不明显、资助金额确定受主观因素制约大等问题，提出相应的解决措施：建立：资助学生管理队伍、进行问卷调查、建立起定期资助为主、临时补助为辅、有偿资助与无偿资助相结合的资助体系等。

This paper first analyzed the current problems existing in the accreditation of poverty-stricken college students, such as difficult accreditation, low efficiency of class evaluation, the amount of funding limited by subjective factors, and then pro-posed corresponding solutions, such as establishing a manage-ment team for students'' financial aid aided,carrying out question-naire survey, and constructing an aid system with regular aiding as the principal part, temporary aiding as the complement, and the combination of compensable aid and aid without repayment.
