We analyze the industrial vertical relationships of IPTV after the convergence process of three networks by adding to prod -uct differentiation and network effect, and deduce its government regulation .The content diversity is consistent benefit of the whole society , the customers always incline to acquire more consumer surplus by adding to the number of the content provider , but the upstream content providers always incline to control the quantity of access permits of IPTV to get maxi -mum profits.Because of the product homogeneity at the initial stage of IPTV , the government should control the quantity of access permits of IPTV , and reducing the number of upstream content provider is right at the standpoint of social wel -fare.However, the government should loosen the government regulation and adopt dynamic administration along with im -proving the degree of the content
