JIT Procurement is a new type of procurement mode generated under the environment of supplying chain ,and is supported by such modern information technology as E - commerce and etc .Petrochemical Section of Material Supplying De‐partment Section of SINOPEC Shengli Oilfield Division (Petrochemical Section) improved the current procurement and suppl‐ying status by strengthening delicacy management ,applied the scientific procurement concept to the whole process of the Pro‐curement management ,and has made valuable exploration on the application of the theory of JIT procurement mode to the Ma‐terials supplying chain in Shengli Oilfield .

胜利油田为例,利用DEA-Malmquist指数法将胜利油田与中石化、中石油和中海油的自主创新能力做综合评价。从技术效率变化、技术变化和规模效率变化三方面综合反映各评价对象的自主创新能力,检验其生产率是否DEA有效,并指出非DEA有效的原因,提出针对性对策建议。结果表明,胜利油田大部分年份的全要素生产指数较低,为非DEA有效,并且不同年份自主创新能力波动幅度较大。
Taking Shengli oilfield as an example,we used DEA-Malmquist index method to make comprehensive evaluation about the capacity of independent innovation with Sinopec,Petro China and CNOOC. The evaluated object’s capacity for independent innovation was comprehensively reflected from the technical efficiency change , technical and scale efficiency changes. Then we tested whether its productivity is DEA efficient or not ,pointed out the reasons of non DEA effective,and put forward targeted countermeasures and suggestions. The results showed that the Shengli oilfield’s total factor production index is low in most of years,which means non DEA efficient,and the independent innovation ability has a large fluctuation in different years.

In order to solve the problem of serious water pollution along the transmission line in Shengli Qudi Oilfield ,water quality changes along the line were measured .Pollution sources of injection water ,pollution prevention measures and their effects were exploded .The results show that the major pollution influence factors are corrosion ,iron ion ,microorganism ,and scal-ing ,etc .The effective pollution prevention measures include optimization of water treatment technique ,adopting effective methods to remove iron ion such as oxidation of iron removal tech-nique and the suspended sludge filtration .Furthermore ,replacement of glass tube pipe and the use of scale inhibitor HEDP (with concentration of 5~10 mg/L) will improve the water quality along the transmission line .
